No, it's simply being funded slowly.
Most forum group buys are "sponsored" by the GBC team - we pre-pay publishers before community funding is complete. This course, however, can be considered as a "standard" group buy. Content will be purchased upon reaching its funding goal.

Bumping the thread can speed up the process.
