Add fee on "Join" Instead at payment

Just like the title says. Adding a fee on the join button will:

-weed out the non-serious buyers who will probably never log in on GBC again.
-Make the forums more transparent as we'll know they are real people, not bots or fake accounts.
-reduce the waiting time at the payment stage.

I came up with this idea after thoroughly analyzing members' behavior as some people have joined multiple courses but did not even pay once.
Also, some of the member's profile does not even exist, yet their post and their names are in the Primary list!

(NOTE: This will apply only to the primary list)

The payment indeed presents some issues, with the primary list's users displaying a slow payment pace. Many users join the primary list but do not make payments for an extended period, occupying positions.
